If the gentleman looks at the Democratic substitute, the gentleman will find that 95 percent of the provisions take effect within the 5-year window. I think that is pretty good. If the gentleman would agree to live up to that 95 percent standard, I think we would be glad to amend our motion. Mr. Speaker, the point is that we do not want to have the overwhelming majority of revenue hit when we are in the last years of the bill, and the proposals we are talking about may do that. The Democratic substitutes never do.
