Mr. President, I join my colleagues in taking the floor to stress the urgency of action. I agree with my colleague from Massachusetts and her comments about the devastating impact the failure to pay our bills would have on our economy, on our Nation's reputation, and on the worldwide economy. That would make absolutely no sense at all and would put our Nation at great risk. I thank the Senator for taking the time to explain the specific consequences if we were to allow the U.S. Treasury to be put in the position where it could not honor all of the obligations that have already been incurred. This is not about increasing spending. This is about paying the bills we have already incurred. Whether it is for those who hold our bonds, those who are entitled to a payroll check or those who are entitled to a contractor's check, we have to honor our bills. That is what America's great reputation is all about. I thank the Senator for bringing that up. The combination of a government shutdown combined with not paying our bills will have an impact on our economy that will be very hard for us to overcome. We have already been harmed. This government shutdown has already hurt America. It has hurt us internationally. This past week President Obama was supposed to be at the Asian economic summit. The Presiding Officer--the Senator from Delaware who serves on the Foreign Relations Committee--knows very well the importance of that particular conference.…
