it is my understanding that in about a minute we are going to be voting on the first of a series of amendments. The first amendment is the amendment I have offered which I talked about before. I want to remind my colleagues what this amendment does. First, it would require a notification to Governors and to county officials of risks to their drinking water supplies that may be caused by the Keystone Pipeline. Second, the local officials would have the right to bring that information back to the Federal Government so that action could be taken in order to protect their drinking water supplies. Third, it provides a right of action for property owners for damages caused to their wells and drinking water as a direct result of the Keystone Pipeline construction. This is a pretty straightforward amendment. It provides States rights in knowing what is happening with regard to their drinking water, and it provides property owners rights for the damages that could be caused as a result of Keystone.
