“I wish to take a few minutes to talk a little bit about the amendments. I see Senator Portman on the floor, and I want to talk about amendment No. 899, which provides a deficit-neutral reserve fund for financial literacy. The two of us have been working for over a decade to increase the amount of savings for Americans, particularly retirement savings.
