“I wish to take this time to speak on an amendment I have authored, amendment No. 3871, which will be voted on shortly--at 4:30 p.m. this afternoon. I was listening to my friend Senator Alexander. I know he was not talking about my amendment--he was talking about a different subject-- but I always listen to Senator Alexander because he always makes such important points. I couldn't agree with him more that laws are not worth the paper they are printed on unless they are implemented properly. That was a comment he made. That is the reason I filed amendment No. 3871. I wish to point out that Congress passed the Fish and Wildlife Coordination Act in 1958. It was that act which requires all Federal agencies to consult with the U.S. Fish and Wildlife Service and the Department of the Interior and the head of the applicable State fish and game departments on water projects. The concern we have today is that we have many water projects that are being initiated--it could be a dam project, a levy project being done by the Army Corps--and they are required to work with the recommendations of Fish and Wildlife as it relates to the impacts these projects have on fish and wildlife. In fact, they are not doing it.
