I thank Senator Coons. I know he went through a very deliberative process in reaching his conclusions. I know of his commitment to preventing Iran from having a nuclear weapons capacity, his strong support for regional security in the State of Israel. I know the process he went through because we had many conversations during the August recess. I know his statement is heartfelt, and I know he did what he thought was best. I just want to underscore that and thank him for his counsel and friendship. I am going to yield to Senator Kaine. Before I do that, I think it is important to point out that we are here today in this review in a very open and transparent way in large measure because of Senator Kaine. Senator Corker filed a review statute--I guess it was now several months ago--and through conversations with Senator Kaine he was able to get a framework that ultimately led to the passage of the Iran Nuclear Agreement Review Act by a 98-to-1 vote on the floor of the U.S. Senate. I was proud to be part of that effort, working with Senator Corker, but it would not have been possible without Senator Kaine. He was the one who recognized that we needed to find a common path--a nonpartisan path--for a transparent review that protected not just the role of the United States Congress, but the executive and legislative branch, and I applaud him for those efforts.…
