First, let me thank Senator Kyl for bringing this issue to our attention. I think this is a very important issue. We have a lot of security issues as they relate to Russia, as they relate to Europe, and as they relate to the sea-launch cruise missiles. I couldn't agree with the Senator more. But this falls under the same category of the discussion we had earlier about a side agreement on tactical weapons. These are all beneficial issues, but it is not the key issue that is before us today. If we were to adopt this amendment, I think we all would agree it would cause a considerable delay in the implementation of the START treaty. Let me remind my colleagues that the START treaty, according to our military experts, is needed now. We have been a year without having inspection regimes in Russia so we can get the intelligence information we need by people on the ground. That expired in December of last year. So we have already been delayed through this year, and the longer we delay, the less reliable the information we have for our own national security.
