I first want to thank Senator Coats for the manner in which he has presented his views. We may not agree on every issue he raised in his remarks, but I fully agree that we have a responsibility to continue to work in a bipartisan manner in order to achieve this review statute so Congress can have an orderly way to express its review. I thank him for the thoughtful presentation he has made in regard to the legislation that is before us.
