Madam President, first, let me thank Senator Gillibrand for her leadership on this issue of sexual assault in our military. I support her amendment. I believe we need to look at a new way to deal with this issue so there is not only confidence within the military but within our country that sexual assault will not be tolerated in our military and that we have an effective way to deal with it. I thank Senator Gillibrand. It is quite clear, as Senator Reed said, without her leadership we would not be having these discussions on the floor of the Senate today. I applaud her for that.
