I have been listening to my friend from Texas, and I couldn't agree with him more about the need for us to work in a bipartisan manner to strengthen America's foreign policy. I believe in the independence of Congress, and I very much support, along with Senator Corker, the review we are doing. I think this is critically important to the American people. We are having our debate, as we should. I do think, though, that while we are an independent branch, when this debate is over, we have to come together and work in the best interests of America, and I look forward to broad support in Congress to do everything in our power to make sure Iran does not become a nuclear weapons state. I think we can, in a positive way, as we move forward. I mentioned yesterday when I was on the floor about things we can do. Yes, there is disagreement on whether to vote for or against the resolution of disapproval, but I hope there is no disagreement that we need to work together with a broad consensus of Congress to give this country its strongest possible position moving forward, whether this agreement is approved or not. With that, Mr. President, I yield to one of the important members of the Senate Foreign Relations Committee, the junior Senator from Delaware, who has spent a lot of time on this issue.
