I started this day looking forward to the committee markup on H.R. 1776. That is a bill that I have worked on with the gentleman from Ohio (Mr. Portman) for many months. We have worked with the chairman of the Committee on Ways and Means. We have worked with Members on both sides of the aisle on that legislation. It is important legislation to working people of this country, and there are different views among Democrats on provisions in that legislation. Mr. Speaker, I could defend that bill on its merit, and I look forward to doing just that, but I cannot defend the manner in which our committee acted this morning.
