First, I want to make it clear that our top priority for America's businesses, whether they be small businesses or large businesses, is to get this COVID-19 behind us, to stop the spread of this deadly disease, and to give confidence back to the American people that it is safe to pursue their economic desires and therefore to have businesses be able to go back to a situation where they have customers and they can be open for business.
