Madam President, I appreciate the concerns my colleague from Arizona is raising in regards to mobile launchers, particularly as it relates to rail-mobile launchers. But I am reading the same language the Senator has put on the floor, and it says very clearly that it is subject to the 700 limit. I think what my colleague is referring to is the fact that Russia today does not have rail-mobile launchers. So, therefore, there are other protocols in the treaty in regard to inspection, et cetera, that are not provided for in this treaty because it is not relevant since Russia today does not have rail-mobile launchers. But if they were to develop rail-mobile launchers, they would be subject to the 700 limitation of launchers, if it was being deployed. The consultation process will work out the procedures for adequate inspection. So I think it is already covered under the treaty. In the language of the treaty Senator Kerry mentioned it is clear to me it is covered. But in the report language I think it is stating the obvious. One last point, and that is, again, you do not dispute the fact that if we were to adopt this amendment, it would be the effect of denying the ratification of the treaty until it was modified in Russia, which is the same as saying we are not going to get a ratified treaty on this issue.
