“This amendment does not take us back to status quo. It does not. Currently there are procedures for non-Members to file complaints. That is eliminated. The three-Member refusal is gone. The transmittal by a Member automatically is gone. These changes move us backward. They do not maintain the status quo. If this amendment maintained status quo, I would not have anywhere near the objection that I have. But it takes us backward, before the beginning of any rules in this House, as to the access that non-Members have in filing complaints with Congress. It is for that reason that I am so much opposed to the amendment.”
