First, in terms of senatorial courtesy, I have no reason to object. But as I understand it, the order of the day is that at 5:30, we must go into consideration of the mercury rule for 1 hour. I ask the Presiding Officer, what is the order? The PRESIDING OFFICER. The order is that at 5:30, the Senate will be in morning business for 1 hour with the time controlled by Senator Inhofe of Oklahoma or his designee, and the Senator from Nevada, Mr. Reid, or his designee.
