Homes and businesses were damaged and destroyed, and they have been waiting for 90 days for help from their government to help them rebuild their lives and rebuild their livelihoods. I, therefore, tonight ask immediate, urgent action to move this bill. It is not perfect, but it is a very sound bill. The bill that was passed by the Senate in December was a superior bill. The House bill, which is before us, eliminates many important provisions that the Senate passed.…”
