This amendment would eliminate any funding under the Economic Development Administration for trade adjustment assistance. Trade adjustment assistance, under the Economic Development Administration, is $15.8 million. This amendment would stop EDA from implementing the TAA for something called the firms program, which was just reauthorized last week by the Senate. It is the machine tool shop. It is the small to medium-sized business that we go ``hoorah, hoorah'' for in the Senate all of the time. But when it comes to helping them when they have been hurt by trade imports or their intellectual property has been stolen, we are not going to give them help. I oppose this amendment. The Economic Development Administration is in the Commerce-Justice- Science Subcommittee. It was reauthorized by the Senate. Under the bill that was passed, it would have provided technical assistance and matching Federal funds to help develop and implement a plan to help them get back on their feet. It is a competitive grant program, and the largest grant is $75,000.…
