I thank the Senator from Rhode Island for his comments. I appreciate them. They were well said. But the compliments should be reversed. This is a committee effort. What I am so excited about for this bill is that it is bipartisan, bicameral. It was agreed upon in the House by an overwhelming vote of 359 to 67. I look forward to this same type of vote in the Senate, but we did it because we listened to each other, we functioned with maximum respect, and saw where we could compromise without capitulating on principle.
