I support the Bond amendment, even though my State, my city of Baltimore got an empowerment zone. We think we met the test. I still support the amendment. We believe that there should be public notice. It was part of a reform. We believe that public notices act in the public interest. It is as straightforward and as simple as that. I urge the adoption of the Bond amendment and the continuation of existing policy.
