Mr. President, I come to the floor today in support of S. 1963, a bill to restore the 1 percent COLA cut for military retirees. We must honor the sacrifices our military men and women--and their families--have made at home and abroad. We can do this by making sure that they have a government on their side and that promises made are promises kept. Our men and women in uniform face specific challenges when it comes to their own financial security. It can be difficult to save for retirement while serving abroad or to build equity in a home when relocating every few years. Having a COLA you can depend on and plan for is crucial to building financial security. That is why I fully support restoring the 1 percent COLA for all military retirees. As chairwoman of the Appropriations Committee, I included a provision in the fiscal year 2014 omnibus spending bill to cancel the COLA cut for working-age disabled veterans and survivors of departed members. This provision was an important downpayment toward restoring COLA for all military retirees. Today we must finish the job to ensure that no military retiree has his or her COLA reduced. There are smarter and fairer ways to save money than reducing COLAs for men and women who served in uniform. We can start by closing tax loopholes for businesses sending jobs overseas or canceling outdated Dust-Bowl farm subsidies.…
