Mr. President, I haven't yielded the floor yet. I asked because the distinguished Senator from Utah is the chair of the Finance Committee. The ranking member has arrived, and I didn't know if they planned a colloquy. That is why I turned and asked my colleague if he wished to make a comment, but I was not giving up the floor. The PRESIDING OFFICER. The Senator from Maryland is not permitted to yield, apparently, but is certainly permitted to speak.
