I know the distinguished Senator from Illinois is scheduled to speak. I just want to make clear that the threat of a shutdown is not an idle threat. I respect the views of the Senator from Alaska, a member of my own committee, who now says he is going to vote against the CR because he is saying: Oh, it will pass. It is an artificial threat. The Senator is entitled to his views and certainly his vote on what he thinks is in the best interests of the Nation, but we have to pass the CR, and I would note it is not an artificial threat.
