I would like to continue the discussion on the urgent supplemental. But before I do, I want to say that the senior Senator from Arizona is on the floor, and I want to say something heartwarming to my colleague. I say to the Senator from Arizona, you are a graduate of the Naval Academy, class of 1958. We both have a very dear friend who has passed away, ADM Chuck Larson. Admiral Larson served with distinction in the Navy. He did many tours of duty in the defense of our country but also did two tours of duty at the U.S. Naval Academy, where I came to know him, and then subsequent to that there was the wonderful role that he played in education and transformational leadership. I know he was a good friend of the Senator from Arizona too. So I would like to express my condolences to you and to the--of course, then it was guys only at the Naval Academy--class of 1958. I was the class of 1958 at Mount Saint Agnes College. We probably saw each other at a tea dance or two. I was the chunky one over there, not in the corner, though. But I just wanted to express my condolences. What a great class that seems to be. I hope we can work together on something that would truly recognize Chuck Larson and the great transformational leader he was. Mr. McCAIN.
