I now speak on the Mikulski-Shelby substitute amendment, which is pending. I urge my colleagues to support this bipartisan continuing resolution. It accomplishes many things. First, when we pass this, we will avoid a government shutdown, but we do better than that--we will protect our national security needs, meet compelling human needs, and lay the groundwork for investing in science and technology. Second, we complied with the Budget Control Act--costing no more than $1 trillion--and it is bipartisan.
