The amendment is as follows: (Purpose: To make a technical correction) On page 81, strike lines 9 through 13 and insert the following: ``Provided further, That obligations incurred for the purposes provided herein prior to the enactment of this Act may be charged to this appropriation: Provided further, That funds appropriated in this paragraph may be used to make grants for renovating, repairing, or rebuilding non-Fed-''.
