There was no agreement to do roundrobin here, where the Senator from Texas would yield to the Senator from Utah. I think there is some confusion. I wish to follow the traditional regular order, where the Senator from Texas, the proponent of the amendment, has full and ample time; then other Senators respond, and then Senator Lee.
