Madam President, we are coming to the end of a long day and a really long journey. This journey began last year when this committee was dealing with a crisis situation in December 2012 when our beloved and esteemed chairman Senator Dan Inouye passed away. Simultaneously, we were dealing with the emergency legislation to fund Hurricane Sandy relief. At that time I was asked by my colleagues, based on our seniority system, to become the chair of this committee. It was my goal in taking over the committee that I wanted to continue the great tradition of Senator Byrd, of Senator Ted Stevens, of Senator Danny Inouye, of Senator Thad Cochran, that we would work on a bipartisan basis in the interests of the United States of America. Although we come from different places, different States, and have even different priorities, we are one country. It requires us to make sure we do our job. An Appropriations Committee is one of two committees that are constitutionally referenced. When our Founders wrote the Constitution, they said that there should be a committee that has an annual Appropriations Committee for public review and public vote, and there should be a finance committee to raise the revenue. They didn't call it the finance committee, but a revenue committee to raise the money to pay the bills. This bill meets its constitutional responsibility. This is the bill that funds the Federal Government for fiscal year 2014.…
