my amendment in no way is a criticism of Senators Bennett and Feinstein. They did a fantastic job, not only in moving the bill but the way they have conducted the hearings and worked with Members on very sensitive issues. I commend them. Had the House done what Senators Bennett and Feinstein did, my amendment would not have been necessary.
