First of all, I am so glad that the Senator from Oklahoma is in the Chamber. We are glad that Members who have concerns or even opposition are here. Let's do the clarification. The Senator asked about the annual cost, $179 million over 10 years. First, in the year 2003, $85 million; 2004, $25 million because of a population dip; then up to $50 million in 2005; $18 million in 2006; and $2 million in 2007. And this is sunsetting at 2007. So the bill has a sunset.
