I hope the distinguished chairman of the Committee on Appropriations would take my amendment or, at the very least, have an amendment tonight. There needs to be a discussion on how we proceed. I note there seems to be no one here. I could speak on this bill, I have such passion, such fervor about the need for it that I could speak for an extended period of time, but I suggest the absence of a quorum. The PRESIDING OFFICER. The clerk will call the roll. The bill clerk proceeded to call the roll.
