Madam President, I ask unanimous consent that the Committee on the Judiciary be discharged from further consideration of S. 3178 and the Senate proceed to its immediate consideration. The bill clerk read as follows: A bill (S. 3178) to amend title 18, United States Code, to specify lynching as a deprivation of civil rights, and for other purposes. There being no objection, the committee was discharged and the Senate proceeded to consider the measure.
