I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 21, line 18, strike ``and''. Page 22, line 2, strike the period and insert a semicolon. Page 22, after line 2, insert the following: (iii) shall not issue any proposed or final rule under section 109 of the Clean Air Act (42 U.S.C. 7409) that relies upon scientific or technical data that have not been made available to the public; and (iv) shall not issue any proposed or final rule under section 109 of the Clean Air Act (42 U.S.C. 7409), unless the accompanying regulatory impact analysis, as required under Executive Order 12866, is peer reviewed in a manner consistent with the Office of Management and Budget's ``Final Information Quality Bulletin for Peer Review'' and the third edition of the Environmental Protection Agency's ``Peer Review Handbook''.
