If Puerto Ricans would be treated equally under every one of the circumstances, we would not be having a lot of these problems.

Equal treatment would mean equal treatment under everything.

What we are asking for is whatever framework you set, let it be an equal framework.

Puerto Rico is a territory of the United States, and U.S. citizens in the territory don't have the same political power as U.S. citizens in the contiguous states.

Well, Anderson, the damage is very extensive. It is nothing short of a major disaster. We have a lot of flooding, a lot of infrastructure damage. Our telecommunications system is partially down. Our energy infrastructure is completely down.

Our main focus is realizing that lives are not replaceable and infrastructure is.

We are expecting a very tough hurricane, worst hurricane in modern history in Puerto Rico.

Our fiscal plan is specifically directed to addressing that concern. We are committed to not only not having to have lay-offs, but also we don't have to reduce the time that the employees are actually working.

Puerto Rico needs a reliable, cost-effective, and efficient electrical system.
