Well, Mr. Chairman, I would only say, reclaiming my time from the gentlewoman, that implicit in that argument is that all income belongs to the Federal Government and that the Federal Government should decide how they will share it with each taxpayer. Tax cuts are not Government giveaways. It is simply less taking of people's earnings.
