Mr. Chairman, this bill does not affect the Budget and Accounting Act. The budget would still flow through the executive untouched. But once the legislative branch was involved then, rightly so, the executive branch should be involved also in our system of collection and balances. If there are tremendous changes made by the legislative, it seems to me the executive should be involved also. Again, with regard to this idea that somehow the legislature has nothing to do with the courts, there are no conflicts there, there are. The courts ultimately interpret our laws and from time to time strike them down as unconstitutional. That is a pretty intimate relationship.
