Mike Capuano did a great job, got it in the bill.

The permanent exception you gave to somebody is unacceptable.

For those of you who are not, understand it is going to be very difficult to make an argument that for some reason everybody else could do it except you.

But it is also worth noting that to the American people, it was Democrats under the sterling leadership of our Ranking Member, Ms. Maxine Waters, who has been fighting and been our protector on many of these issues.
