Mike Capuano: “The Congress is last to the issue. States are first to the issue, like in most issues.”

Mike Capuano did a great job, got it in the bill.

For those of you who are not, understand it is going to be very difficult to make an argument that for some reason everybody else could do it except you.

But it is also worth noting that to the American people, it was Democrats under the sterling leadership of our Ranking Member, Ms. Maxine Waters, who has been fighting and been our protector on many of these issues.

I agree with everything the chairman just said, 100 percent.
