I don't think there is any division, any problems talking about homelessness both in rural and urban areas.
Unfortunately, H.R. 5037, seems to be aimed directly at the Martin Act, and by preempting these State laws, the bill would allow small-time fraud to run rampant.
An infrastructure plan must be a bipartisan plan if it is going to pass Congress.
