I guess what I wouldn't want is to use the fact that we have these in place for specific reasons to open the floodgates of saying, we don't need State regulation anymore.

There will be no more bottom lines on whether it was worth the money to not do PTC and possibly risk lives or property.

I love the tough talk about the sanctions, but the fact of the matter is, we are not doing our job to protect the American people.
