Mr. Speaker, tonight, several Members wanted to come to the floor to discuss the retirement of a very good friend of ours who deserves our recognition. Because there are so many people with busy schedules, I am going to go right into it and yield to the gentleman from Maryland (Mr. Hoyer), the minority whip.
