This is a peculiar amendment, it seems to me. The Migratory Bird Treaty Act is administered by the U.S. Fish and Wildlife Service in the Department of the Interior, so there's no enforcement power in the Department of Transportation. Are there agreements by which the DOT and the Department of the Interior are bound?
