My very competent staff tells me that we have been requiring this in the Mexican trucking controversy over the past few years. We've been fighting over that one back and forth for years and years now, and I can't remember whether there was or wasn't that sort of thing there. I don't remember it having come up before at any point. With that, I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from Louisiana (Mr. Landry). The question was taken; and the Acting Chair announced that the ayes appeared to have it.
