Section 308(b) of the Interjurisdictional Fisheries Act of 1986 (16 U.S.C. 4107) authorizes appropriations for ``a commercial fisheries failure or serious disruption affecting future production due to a fishery resource disaster.'' The funds may be used ``for any purpose that the Secretary of Commerce determines is appropriate to restore the fishery--or to prevent a similar failure in the future.''
