But we can't allow an endless series of questions to be an excuse for putting us in the box where the U.S. Senate cannot perform its constitutional responsibility to advise and consent on a treaty as important as this one. So we are in the predicament here where we want to offer a good-faith effort to work through every single one of those particular issues. But we have to signal that we can't do so simultaneously taking away from ourselves our own rights to be guaranteed that the Senate ought to be able to have a vote.
