In extreme cases, it may be that pulling the signal is a broadcaster's only choice, but I think good faith negotiations--there ought to be a way to set up a process for a negotiation to be exhausted and consumers still ought to be able to have access during some kind of temporary negotiating impasse to live events like college bowl games or the World Series or debates for public officials or the Oscars and so forth.
