On behalf of Senator Mitchell, I offered a second-degree amendment which reflects the current policy of the Clinton administration. It was my hope that the Senator and I would be able to get together on this amendment in order to permit the Senate to send a unified and, hopefully, strong message to China with respect to this issue.
