Let me answer the Senator from Nebraska by saying, in the 16 years I have been in the Senate--in the debates we had in 1986 on tax simplification--in almost every single tax proposal we have worked on in those years, I have never heard the word ``fairness'' come from that side of the aisle. I have never heard them suggest that the plan they are offering America is based on a fundamental notion of what is fair for all Americans.
