The rich must help the poor. The industrialized nations must help the developing nations.
So the central responsibility, of course, is to try to develop a climate in this country where there is as close to full employment as we can get it, and then to give particular attention to those who are handicapped.
I think that this administration has been very vigorous in its action, and I think that we have tried to set a responsible standard.
