It is a great pleasure to present this plaque to the Commanding Officer of SAC and, by this plaque, to indicate our great appreciation to the officers and men of the Strategic Air Force stationed here at this base and all around the world, and also their wives and members of their families who also serve.

I hope private industry and labor will also realize that those who are handicapped frequently are more than compensated by their desire to be useful and to play a gainful role.
The mentally ill and the mentally retarded need no longer be alien to our affections or beyond the help of our communities.
So the central responsibility, of course, is to try to develop a climate in this country where there is as close to full employment as we can get it, and then to give particular attention to those who are handicapped.
