I want to express a very warm aloha at being back here in Hawaii, and to tell you that I come from another part of the United States, 6,000 miles away, and we are proud of this city and this State and what it stands for.

We are proud to have them here also because they are a Scottish Regiment, and that green and misty country has sent hundreds and thousands of Scottish men and women to the United States and they have been among our finest citizens.
But don't make it impossible for us to function by legislative restraints or inadequate appropriations.
